How to Become a 4B Contracted Public Employee in Turkey

Employees working in government institutions and who are insured differ from one another by certain classifications. These categories are referred to as 4A, 4B, 4C and 4D. In this article we will explain what 4B contracted personnel are and how to become one. These codes originate from Article 4 of the Civil Servants Law, which defines staff as permanent, contracted, temporary and worker positions. The 4A code refers to permanent staff, while 4D denotes worker positions.

What Is 4B Contracted Personnel?

Contracted personnel are those whose roles and working arrangements are specified under subsection B of Article 4 of the Civil Servants Law.

Government institutions hire 4B contracted personnel to carry out projects and tasks listed in annual plans, development plans and program schedules. These positions typically require specific professional skills because contracted staff perform specialized duties needed by the institution. They work under time-limited contracts tied to the fiscal year and are not considered part of the worker group. They are public service employees who are appointed in numbers requested by institutions and authorized by the Ministry of Finance following evaluation by the State Personnel Directorate.

Under the legal definition, the conditions to become a 4B contracted employee vary depending on the institution’s administrative structure and needs. Recruitment can occur through direct interviews without a public personnel exam, or through selection based on public exam scores, depending on the hiring authority’s requirements.

Contracted staff in government institutions may become permanent employees if they meet the conditions and complete the duties specified by the institution. When a contract expires, the employee may request renewal, or the institution may renew the contract without prior consultation, according to institutional rules.

Social security registration for contracted personnel is handled similarly to permanent staff. Payment records can be viewed via the e-Government system’s 4B Payment Statement screen. While their contracts are in force, contracted employees are covered by public health benefits and their medical expenses are paid by the state.
