General Health Insurance Cancellation requires an appropriate reason because it is a compulsory health insurance. General Health Insurance (GSS) requires premium payments for those over 25 and under certain conditions allows termination. The GSS cancellation request is processed through the Social Security Directorate.
How to Request GSS Cancellation?
Cancellation of General Health Insurance is not available on a purely voluntary basis. Certain conditions must be met to terminate the insurance. Many people do not apply for cancellation because they believe that when they start working and premiums are paid on their behalf the GSS will be affected automatically.
However, cancelling this insurance requires specific circumstances and formal applications. There is no voluntary cancellation without appropriate grounds or an automated system process that recognizes those grounds.
GSS Cancellation Petition
The petition used for GSS cancellation is one of the mandatory documents to bring when applying to the Social Security Institution. This document must be submitted along with an identity card and must state the valid reasons for cancelling GSS. The petition asks for detailed information needed for cancellation. - Select the appropriate status such as employee, non-employee or retiree; choose the employee option if you are working.
- After that, select the applications, forms and petitions section.
- From there, open the forms list and select the GSS Cancellation Form.
Conditions Required for GSS Cancellation
Conditions for GSS cancellation are evaluated under Article 60/c-1 of Law No. 5510, which considers per-person household income. The circumstances that permit termination include:
- Being insured under 4/A and having a job that registers you under that status
- Being insured under 4/B with employment under that category
- Being insured under 4/C with employment under that status
- Being covered by a private foundation’s pension fund
- Being granted a 60-year pension
- Receiving a monthly payment under the Compensation Law No. 2330
- Receiving a disability pension under Law No. 2022
- Becoming eligible for a pension due to war disability or terrorism-related injuries
- Serving as a village guard
- Receiving a pension because of village guard service
- Being a national athlete under Law No. 2913 and receiving a sports pension for achievements such as the Olympics or European Championships
- Receiving a pension or income under any other insurance status
- Registering residence abroad
- Termination due to death
- Dependents of Bağ-Kur retirees becoming eligible for health care
When these situations apply, individuals have the right to terminate their General Health Insurance. However, cancellation is not automatic; you must submit an application to the appropriate authority.
Conditions for Students to Cancel GSS
Students who want to cancel General Health Insurance must file an objection to any GSS premium debt and, once that objection is accepted, submit a second petition to complete the GSS cancellation. Female students have no age limit for this process; male students are subject to a 25-year age limit.
Steps for Students Requesting GSS Cancellation
Students who need to cancel GSS should visit the Social Security Institution office. Often students learn via the e-Devlet portal that a GSS debt has been attached to them. In that case, they must first object to the reported debt.
The outcome of a student’s objection and the cancellation process depends on whether they received a formal notification. If students can prove their student status, their objection and cancellation request will be accepted.
Objections must be submitted to the SGK provincial or district office corresponding to the applicant’s registered address. Applicants should bring their student certificate and identity card. A separate petition is required for the debt objection and for the GSS cancellation.
If the student did not receive any paper notification at home, they should inform SGK officers of that fact. Additionally, students must provide both verbal and written notice confirming their status and submit a stamped and signed copy of their student certificate to the officers.
GSS Cancellation for Residents Living Abroad
GSS cancellation during a stay abroad can be processed based on passport entry and exit stamps. If you can prove you were abroad during the relevant period, GSS cancellation is possible. As with students, if a debt was recorded, you must first object to that debt.
When residence has been registered abroad, documentary proof must be provided. If residence was later restored to Turkey but a GSS debt appeared for the intervening period, you must apply to the nearest Social Security Institution office for your new residence to resolve the matter.
Cancellation of GSS Debt During Military Service
Cancellation of GSS debt incurred during military service requires filing an objection. Applicants must prove to SGK that they were in the military during the period in question. After verification, if it is determined that the person should not have been insured under 60/G during that time, the related premium debts will be cancelled and GSS termination will be processed.
If a GSS debt arises during a period when an individual was covered through a family member, the same debt objection and GSS cancellation procedures apply. Authorities will investigate when, by which institution and how the individual was included in insurance records. If an error is found, debts may be removed and insurance termination completed according to the applicant’s request.
