How Will Public Employees Obtain Administrative Leave? The Ministry of Health has issued a circular regarding administrative leave for public employees. In its guidance on the coronavirus disease, the Ministry outlined procedures for how public employees will request administrative leave going forward. The circular also states that family physicians will no longer be authorized to issue Covid-19 administrative leave diagnoses for employees in chronic disease risk groups. During the nationwide coronavirus outbreak in Turkey, public employees could previously obtain Covid-19 administrative leave reports from their family physicians. Under the new circular issued by the Ministry of Health, chronic patients within the risk group will now receive administrative leave documentation through the e-Nabız system. According to the published directive, public employees will be able to obtain administrative leave only via the e-Nabız platform starting Monday, June 8, 2020.

Which Chronic Conditions Qualify for Administrative Leave?

Which chronic conditions qualify for administrative leave? The chronic conditions recognized by the Ministry that make public employees eligible for administrative leave include the following.

  • Individuals currently receiving immunosuppressive therapy,
  • Patients with metastatic cancer or receiving chemotherapy,
  • Cancer patients undergoing radiotherapy,
  • Recipients of solid organ transplants excluding corneal transplants,
  • Bone marrow transplant recipients,
  • Patients who have received stem cell transplants,
  • Chronic obstructive pulmonary disease (COPD),
  • Other chronic lung diseases,
  • Status asthmaticus,
  • Insulin-dependent diabetes and those with complicated diabetes,
  • Non–insulin-dependent diabetes mellitus patients with complications,
  • Complicated hypertension,
  • Patients with decompensated heart failure or who have experienced an acute coronary syndrome,
  • Patients with chronic liver or kidney failure,
  • Individuals who have experienced cerebrovascular disease.

For public employees with any of the conditions listed above who received the same diagnosis at least twice within the two years prior to June 1, 2020, the Ministry will generate a “Chronic disease status document for Covid-19 risk group for administrative leave” through the e-Nabız system. The necessary technical and administrative steps have been completed so that eligible public employees can obtain their administrative leave documents more easily. From Monday, June 8, 2020 onward, eligible public employees will receive this document exclusively via the e-Nabız system.
