New Civil Service Positions Included in the Omnibus Bill

With the omnibus bill approved by the President, new provisions grant civil servants and military personnel who have a disabled child up to 10 days of leave per year for justified reasons. The legislation also includes a regulation stating that outstanding payments from KEY claims will transfer to the Treasury after five years. In addition, the law paves the way for the recruitment of 11,712 new public staff, with the majority of hires planned for the Disaster and Emergency Management Authority (AFAD).

According to the newly created positions, the distribution is as follows: Disaster and Emergency Management Authority (AFAD) 6,511; Ministry of Interior 1,967; Higher Education Loans and Dormitories Institution 160; Ministry of Youth and Sports 53; Ministry of Family and Social Policies 11; and General Directorate of Sports 10.

Ten Days of Compassionate Leave for Civil Servants

Civil servants, commissioned officers, non-commissioned officers, and specialist sergeants who have a child with at least a 70% disability are now entitled to up to 10 days of compassionate leave within a single year. This leave can be used by either the mother or the father, provided it is supported by a medical report documenting the child’s illness.

Penalties for False Emergency Calls

Individuals who make false reports to 112 emergency services will be identified and fined. Governors will impose administrative fines of 250 Turkish lira on those found to have made baseless emergency calls, in accordance with the Misdemeanors Law.

New Specialist Sergeant Positions Announced

The omnibus bill also creates 3,000 new specialist sergeant positions for the armed forces, expanding opportunities for recruitment into specialist non-commissioned roles.
