Public Servant Law: Salary Increases and Payment Definitions

There are many civil servants working within the public sector in our country. These civil servants receive raises and various payments at specific times. The timing and purposes of these payments are important to employees. In this article, we will explain the raise and payment definitions found in the Civil Servants Law.

Definitions and information related to civil servants are regulated by Law No. 657 on Civil Servants. Civil servants can consult this law to learn about the payments and raises they receive or will receive. During their service in the public sector, civil servants receive multiple types of payments, and some of these payments are adjusted by specific raises.

One of the payment definitions found in Law No. 657 is the contract fee. The contract fee refers to the money paid to personnel employed under a contractual arrangement. Contract fees are paid by the institutions that employ the civil servants.

Another payment defined in Law No. 657 is the daily allowance. The daily allowance is paid to personnel employed under the provisions of Article 4, subparagraphs C and D of the law. It is intended to compensate for work performed that is calculated on a daily basis.

The law also includes representation expense payments. Representation expenses are funds paid from the institution’s budget to officials who hold specified authorities and responsibilities, to cover costs incurred in a representative capacity or in the performance of their duties.

Lecture duty pay is also included among these payment definitions. Lecture duty pay is paid to civil servants who work as instructors or teachers at schools, courses, or similar institutions governed by Law No. 657. These payments are made based on course hours rather than calendar days.

There are various types of monthly payments for civil servants. The step salary (kademe aylığı) is paid to those occupying positions within the specified salary steps. The grade salary (derece aylığı) represents the sum of horizontal step payments for individuals within determined grades.

Raises for Civil Servants

Within the scope of Law No. 657, civil servants receive raises in addition to their monthly salaries. One such raise is the hardship pay. Hardship pay is awarded to civil servants who perform work that is difficult either in nature or due to harsh working conditions.

Another raise under the civil servants law is the risk allowance. The risk allowance is paid to personnel working in services that pose dangers to life or health. The financial responsibility allowance is given to treasurers who are accountable to the Court of Accounts, cashiers responsible for cash shortages, and other employees with financial liability.

In addition to these, other special raises exist under the law. The recruitment difficulty allowance is paid to civil servants whose appointment, retention in position, or presence in certain locations is difficult to secure.

Social Assistance for Civil Servants

Besides raises and payments, Law No. 657 also provides for social assistance to civil servants. These social benefits can be amended over time; some may be repealed and new ones may be introduced by regulation.

One of the social benefits is the family allowance. Family allowance is paid to civil servants for their eligible spouse or children.

Spousal family allowance is granted for a civil servant’s non-working spouse; the spouse must not be employed or receive benefits in exchange for work. Child family allowance is paid based on the number of eligible children the civil servant has.

The state also provides other payments such as childbirth assistance. Childbirth assistance is paid to civil servants who have recently become parents; the payment is made once for each child.

Another social assistance payment under the Civil Servants Law is the death benefit. Death benefit is paid to civil servants who have lost a spouse or child; in the event of a civil servant’s death, the benefit may be paid to their dependents.
