Calf support payments, a significant aid for livestock farmers, begin on November 27, 2020. Under this program, a total of 641 million Turkish Lira will be distributed to calf breeders.
Calf Support Payments Begin
The government’s calf support payments, one of the main aids provided to livestock producers, will start on November 27, 2020. The Ministry of Agriculture and Forestry announced the details of payment dates that breeders have been eagerly awaiting. According to the announcement, 641 million TL will be paid to farmers under calf support.

There are specific conditions to receive these payments. Farmers who wish to sell calves earlier than four months (120 days) must meet criteria: those selling calves before they reach four months on the farm can do so only if they have at least 50 head of female cattle. Enterprises that intend to sell calves at an earlier age must declare this to the provincial or district directorates where they are registered and submit a list of the ear tag numbers of the calves they plan to sell.
Conditions set within this scope include:
- To benefit from calf support, the calf must have been born in 2020, be registered in e-Islah and TÜRKVET systems, and must have been alive at its place of birth for at least 120 days (4 months).
- Applications submitted after August 1, 2020 will have calf payments made in November 2020.
What Do Calf Supports Cover?
The ministry’s calf support encompasses several types of assistance. In addition to the basic calf payment, additional supports are provided for calves that meet certain criteria. Calf supports include items such as pedigree registration bonuses and additional offspring support. Pedigree support is granted when a calf is born to a dam registered in the herd book and the dam was inseminated with semen from a bull of the same breed.

For months when milk measurement is done, at least two-thirds of the cows on the enterprise must have had their milk yield measured and recorded in the system, with at least six measurements performed during 2020. Another support, the progeny-controlled bull offspring bonus, is paid for calves born from insemination using semen produced in Turkey from bulls that underwent progeny testing, provided the insemination date and documentation verify this.
How to Apply for Calf Support
Breeders who wish to apply for calf support should do so through the producer organization under which they want to receive the support. Those not a member of any organization can apply directly through provincial or district directorates. Applications must be submitted during the application windows announced by the ministry. Supports are provided twice a year, so there are two application periods annually. Calf support applications are accepted by provincial and district directorates and, within ten days after the application period ends, entries are made into the e-Islah system.

Within ten days after the end of the application period, entries must be recorded in the e-Islah system. HAYGEM publishes lists of beneficiaries included in the support based on system entry times, and provincial and district directorates publish their summary lists from the system. Producers who are not listed and wish to appeal can apply to the relevant provincial or district directorates within five business days from the publication date of the lists.
In 2020, calf support payments are set as follows: 350 TL per animal for calves aged four months and over, 500 TL for calves registered in the herd book, and 50 TL for offspring of progeny-tested bulls.
