Will There Be Additional Rules for Partial Retirement Under EYT and 3600 Days?

After the enactment of the EYT (those blocked by retirement age) regulation, questions arose about whether it falls under the 3600-day framework. Many people began seeking the answer to this question. At the same time, the conditions for partial retirement and whether the age tables for women and men have changed became topics of interest. The process carried out under the Ministry of Labor and Social Security and led by Minister Bilgin has concluded. All questions regarding EYT and the 3600-day framework have been addressed.

Latest Developments on 3600 and EYT

Work in the Parliament was paused after the earthquake disaster that affected ten provinces, which delayed the EYT process. Recently, the bill that went to the General Assembly was approved by the Grand National Assembly of Turkey and published in the Official Gazette with President Erdoğan’s signature. With the effective date set, applications for EYT have also begun.

Speaking in Parliament, AK Party Deputy Group Chairman Muhammet Emin Akbaşoğlu stated, “Under the current law, those who meet the age requirement, premium days and insured period retire. For workers whose insurance entry was before 8 September 1999, we are removing the age requirement here. We are not introducing any new condition.”

The key date in the EYT regulation is 8 September 1999. With the removal of the age requirement for retirement, the required premium days and insured period remain unchanged from current legislation. Accordingly, SSK-insured EYT beneficiaries will be able to retire under conditions that require between 5,000 and 5,975 premium days, depending on their start date.

Does 3600-Day Partial Retirement Fall Under EYT?

Under the conditions before 8 September 1999, SSK-insured workers could benefit from partial retirement with 3,600 premium days and 15 years of insured service: women aged 50 and over and men aged 55 and over. Under current regulations, the age requirement for partial retirement is 58 for women and 60 for men.

The published EYT text does not include any provision about partial retirement conditions. According to the draft, 3600-day retirement was not brought into the scope of EYT. Therefore, the partial retirement age requirements—58 for women and 60 for men—remain in force under current rules.
