The e-Government (e-Devlet) system has made it possible to handle many official procedures quickly and conveniently online. Among the useful services available through e-Government are SGK (Social Security Institution) transactions, including the inquiry and retrieval of a provision (provizyon) document. Before explaining how to check a provision document, it is helpful to clarify what a provision is for those who may not be familiar with the term.

What Is a Provision?

The provision system was introduced in January 2012 as a software application that combined services from SSK, Bağ-Kur, and the Pension Fund under one roof, removing the need for citizens to apply to multiple social security institutions separately. The provision application enables individuals to activate their general health insurance and to carry out the health activation procedures for dependents they are responsible for in a faster, automated way.

All citizens affiliated with SSK, Bağ-Kur, or the Pension Fund can access their entitlement and rights through the provision system.

The provision system is commonly known by the abbreviation SPAS, which stands for Health Provision Activation System.

How to Obtain an SGK Provision Document

To obtain the SGK Health Provision Document via the e-Government portal, you must first have an e-Government account and password. After logging in with your credentials and providing the required identity information, you can access the SGK Provision Inquiry service within your e-Government membership.

If you do not have an e-Government password, you can get one at a nearby PTT branch for a small fee.

How to Perform an e-Government SGK Provision Inquiry

  • First, log into the e-Government portal using your registered T.C. identification number and password.
  • Next, locate and click the SGK Entitlement Document (SPAS) query link within the system.
  • After accessing the SPAS section, you will be able to view or download the SGK provision/entitlement document and verify health insurance activation details.
